Abstract:

The subject of the article is the definition and analysis of the current challenges for ensuring the availability of housing in Ukraine in the context of full-scale Russian aggression and persistent long-term security threats. It is review the situation of realization of the basic needs for a person for housing and development of the residential real estate market in the period of martial law in Ukraine in accordance with the main indicators that characterize: destruction of the housing stock was carried out; deterioration of living conditions; changing the structure of housing; housing overcrowding; high level of total household expenses for housing; significant reduction in the volume of residential buildings at the beginning of construction and commissioned housing; Negative tendencies of investing the population in their own housing. Given foreign experience, the main ways of overcoming risks in the living sphere in EU countries, including the removal of barriers of investing in their own housing, filling the social housing fund, energy efficient renovation of buildings, protection of the rights of participants of the residential real estate market. In the course of the study, a number of research methods were used, in particular: comparative, statistical and comparative analysis - in the process of analyzing the trends of the realization of basic human needs for housing and development of the residential real estate market in the period of martial law in Ukraine; abstract-logical method in the process of generalizing positive foreign experience to ensure the availability of housing in Ukraine; Deduction method to determine ways to improve the tasks of stakeholders in the residential real estate market in Ukraine. In the face of continuing armed aggression of the russian federation and maintaining long-term security risks for Ukraine, state policy should be formed taking into account the importance of ensuring the reconstruction and restoration of housing, the exercise of constitutional human right to housing. In order to solve the problematic issues to ensure the availability of housing in Ukraine, it is advisable to intensify the participation of stakeholders, taking into account their interests in the residential real estate market.
