Abstract: |
The research is aimed at studying the features of the functioning of the housing and communal services system in wartime conditions and in the conditions of forming the concept of improving the theoretical, methodological and applied foundations of the service sector in accordance with the requirements and standards of the European Community in the post-war period. A comparative analysis of housing and communal services management systems in the Soviet period and during the administrative-territorial reform was conducted. The public assessment of the positive and negative aspects (feedback) in the organization of management processes was studied. An analysis of the features of the administrative-territorial reform that manifested itself at this stage was carried out. Factors that affect the efficiency of the work of communal enterprises in the conditions of united territorial communities and the efficiency of reforming the housing sector of communal services and in particular the development of a separate communal formation were identified: the association of co-owners of an apartment building (OSBB) as a legal entity created by the owners of apartments and non-residential premises for the joint management of property and the adjacent territory. As is known, the condominium allows residents to independently control the costs of maintaining the house, improve the quality of housing and communal services and effectively manage common funds. Existing problems of their functioning in extreme circumstances have been identified. The possibilities of using foreign experience in implementing measures to form a full-scale State Comprehensive Scientific and Technical Program (SCTP) for the period up to 2030-35, improving organizational and economic mechanisms for managing housing and communal services in transformational and adaptive conditions have been considered. Strategic directions of development have been proposed to increase the efficiency of their functioning both, again, in extreme conditions of their activity and in post-war conditions. |
