Abstract:

Significant losses of the housing stock, deepening economic inequality in terms of wealth, which is caused by the full-scale armed aggression of the Russian Federation against Ukraine, is a risk to the stability of Ukraine, and can become a serious brake on its post-war recovery and development. Strengthening the socio-economic foundations of resilience, where a person is the highest value of society, will require the weakening of the negative consequences of huge losses to the housing stock. In order to timely find effective public administration decision for responding to risks due to the deepening of wealth inequality, it is necessary to define priority tasks in the interests of strengthening the resilience of society and the state. Therefore, strengthening the resilience of society and the state in the social sphere requires the availability of affordable and high-quality housing in Ukraine. Within the framework of the EU Ukraine Facility program, the implementation of the reform to ensure access to housing for people who need it is defined as one of the key ones. During the implementation of the reform, the physical reconstruction and restoration of the housing stock should be complemented by the development of an effective system of social and affordable housing. As part of this reform, there is a need for sustainable financing of the construction of affordable and social housing in accordance with the principle of "better than before". Analysis of analytical studies and factual data indicate the priority of solving the issue of investing in primary residential real estate, as well as the use of "abandoned" objects of unfinished construction. The development of mechanisms for attracting financial resources to primary real estate for the formation of housing stock and its effective use is extremely relevant not only from a scientific, but also from a practical point of view. First of all, it is expedient to use "abandoned" objects of unfinished construction to ensure the realization of housing rights of persons who need proper housing conditions, due to the construction of a fund of affordable and social housing.
