Abstract: 


The article examines strategic public management as one of the key tools for minimizing security risks in the face of uncertainty and growing turbulence in the modern management environment. It is substantiated that modern global and national challenges, in particular military threats, economic instability, information and cyber risks, social transformations and crisis phenomena, form new requirements for the public management system and require a transition from reactive to proactive models of management activity. Modern scientific approaches to strategic management, risk management, adaptive management and resilience are analyzed, and their role in the formation of an effective public management system for security risks is determined. The essence of strategic public management is determined as a comprehensive system that combines strategic planning, a risk-oriented approach, scenario forecasting mechanisms, digital management tools and institutional resilience. The emphasis is on the need to integrate early warning systems, data-based decision-making, analytical mechanisms and digital technologies into management decision-making processes. It is proven that the effectiveness of minimizing security risks largely depends on the level of institutional capacity of public authorities, the development of interagency coordination, strategic leadership and the ability of public institutions to adapt in conditions of uncertainty. Key mechanisms for increasing institutional resilience are identified, including the development of adaptive management, digitalization of management processes, integration of risk management into the strategic management system and the formation of network models of inter-sectoral interaction. An author's model of strategic public management as a tool for minimizing security risks is proposed, which is based on the interaction of analytical and predictive, strategic planning, institutional and coordination, digital and analytical and adaptive and resilient components. It is proven that the implementation of the specified model will contribute to increasing the efficiency of public administration, strengthening institutional resilience and ensuring long-term security of the state and society. The need to form an integrated model of strategic public administration, focused on ensuring the stability and security of the state and society, is substantiated. Promising directions for further research are identified, related to the development of systems for assessing institutional stability, the introduction of artificial intelligence and digital technologies in the field of strategic management, as well as the adaptation of international experience to Ukrainian realities.
